Snouts in the trough

Well, this is new to me. I figured city officials would be right there grabbing luxury boxes at new stadia, but I did not know they would be so blatant about it. That's $275,000 and up (way up) in gifts to city officials per year, in New York alone:

One Yankees official, who insisted on anonymity to avoid repercussions, said the city got the new suite simply because "Dan Doctoroff demanded a suite, like every other city."

Considering the amount of money the city is spending to "provide infrastructure support" for these places, and how little of the touted economic benefit is actually real, how is this not bribery?
